Position Summary

The Enrollment Management Senior Budget and HR Analyst (SBHA) works under the general direction of the Senior Associate Vice President of Enrollment Management for the Division of the President to strategically plan and manage the division’s fiscal and personnel resources in a manner that supports attainment of campus and divisional goals and objectives.

The SBHA serves as the lead for budget projections and planning for the division, this includes providing direction, training and constructive feedback to up to 7 staff members in various departments throughout the division. The SBHA serves as backup to the executive leadership on fiscal matters and oversees a complex budget with authority to approve expenditures for 11 departments with a combined budget of approximately 10-14 million from several sources (general funds, trust funds, grants, etc.).

The SBHA is responsible for independently determining Enrollment Management’s processes, procedures, and practices for monitoring and reporting on a large multi-fund budget. To accomplish this, the SBHA works closely with Assistant Vice Presidents to strategically allocate limited resources and meet the financial obligations and needs of departments they manage. The SBHA also works with department directors and their staff to ensure fiscal resources are administered in a manner that supports the strategic goals of Enrollment Management.

The SBHA serves as the primary contact for the division on fiscal matters with the University Budget Office, Procurement, Accounting, Accounts Payable, and financial services areas of University Enterprises, Inc. to develop and implement Enrollment Management’s processes, policies and practices for expenditures, revenue generation, fees, and other financial processes comply with the policy of the CSU and University.

The SBHA collaborates with the executive leadership and Director of Presidential Business Operations for cross divisional resource planning. The SBHA also researches and analyzes financial and employment data and prepares related reports for the Senior Associate Vice President of Enrollment Management.

FLSA: Exempt (Not eligible for overtime compensation)

Anticipated Hiring Range: $5,537 per month - $6,105 per month

Minimum Qualifications 

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development of improvement of administrative policies, procedures, practices, or programs.

Required Qualifications 

Experience/Education:

  1. Experience and proficiency using standard office software (Word, Excel, Access, PowerPoint, Outlook, etc.) to prepare reports and effectively communicate with colleagues and business partners.

Knowledge, Skills, & Abilities:

  1. Working knowledge of budget policies and procedures plus operational and fiscal analysis, techniques, planning and management.
  2. Ability to use MS Excel to perform budget plans and projections. Ability to reconcile expenses and to identify and address discrepancies.
  3. Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
  4. Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations. 
  5. Expertise in investigating and analyzing problems with broad administrative impact and implications. 
  6. Ability to organize and plan work and projects, to handle multiple priorities and to anticipate problems and address them proactively.
  7. Ability to make independent decisions, maintain confidentiality, and exercise sound judgment.
  8. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form.
  9. Demonstrated ability to establish and maintain effective and collaborative working relationships within and outside the work group and serve as a liaison for the organizational unit.
  10. Ability to train others on new skills and procedures and provide lead work direction.
  11. Commitment to maintaining a welcoming and inclusive work environment with diverse colleagues and constituents including faculty, students, staff, and members of the community

Preferred Qualifications

  1. Bachelor’s degree or equivalent from a four-year college or university in Business Administration, Public Administration, or a related field.
  2. Experience with personnel administration (including experience preparing and/or overseeing personnel recruitments, appointments, separations and other personnel actions) in a bargaining unit environment.
  3. One or more years of experience working with personnel and/or financial administration in a large complex organization.
  4. Two or more years of administrative work experience, professional training.
  5. Experience using PeopleSoft (i.e. Common Management Systems Human Resources and/or Financial modules).
  6. Experience within the CSU in an administrative role related to personnel and/or finance.
  7. Experience supporting multiple academic or administrative departments or serving as a liaison for the organizational unit.
  8. Thorough Knowledge of policies, procedures, and regulations pertaining to personnel and budget processing in higher education.
