Administrative Analyst/Specialist II - Exempt

RESPONSIBILITIES & DUTIES: 

 Intake, Investigative Reports, and Case Management

  • Oversee and manage intake and case processing for assigned Title IX and DHR matters.
  • Review reports and complaints to assess jurisdiction, policy applicability, and appropriate response.
  • Conduct intake interviews to clarify and document allegations involving discrimination, harassment, sexual misconduct, and retaliation.
  • Screen reports for immediate safety concerns and coordinate appropriate supportive or interim measures.
  • Coordinate implementation of supportive and interim measures with appropriate campus offices.
  • Oversees and processes pregnancy adjustments and modifications for students, track forms, and provide accommodation emails as needed. Including updating website information and supplying lactation rooms. Which ensures compliance of system-wide, state-wide, and federal mandates and commitments.
  • Prepare notices, and related case documentation.
  • Ensure timely communication with involved parties regarding procedural steps, rights, and case updates.

Compliance & Policy Implementation

  • Carry out assigned Case Management and Education Specialist responsibilities in support of the Executive Director of Title IX & Inclusion/Title IX Coordinator to ensure continuity of Equity Programs and Compliance operations.
  • Responsible for supporting the administration of the University’s Title IX and DHR programs; managing reports and complaints involving discrimination, harassment, sexual misconduct, and retaliation; ensuring prompt, equitable, and trauma-informed response processes; maintaining accurate documentation and required reporting; coordinating training and outreach initiatives; and serving as a campus resource on civil rights policies, procedures, and regulatory requirements.
  • Interpret and apply CSU Executive Orders and applicable federal and state civil rights laws related to Title IX and Discrimination, Harassment, and Retaliation (DHR).
  • Implement established policies and procedures to ensure consistent and compliant case processing.
  • Assist in maintaining and updating internal procedures to support operational effectiveness and regulatory compliance.
  • Remain current on evolving legal and regulatory requirements and apply updates to assigned work.

Case Coordination & Operational Support

  • Lead multidisciplinary team (MDT) meetings, including presenting case updates, identifying compliance considerations, and coordinating cross-functional responses to support timely, equitable, and policy-aligned case management.
  • Serve as the Hearing Coordinator/Tech Coordinator for Track 1 & 2 Hearings (State/Federal Hearings)
  • Prepares invoices, sets up purchase orders and other financial documents. Working knowledge of budget policies and procedures to establish vendors and process payments.  Submits reimbursement forms.
  • Under the direction of the Executive Director of Title IX & Inclusion/Title IX Coordinator , provide outreach and follow-up to incoming reports, including auditing case file and complying to deadlines provided in the CSU Nondiscrimination Policy and internal departmental protocols.
  • Monitor case progress to ensure compliance with procedural requirements and established timelines.
  • Administer or support mandated Title IX training assignments and related tracking functions.
  • Assist with data collection and reporting related to compliance obligations.
  • Provide backup support for related compliance functions, including Clery-related coordination or other regulatory requirements, as assigned.

Campus Training, Prevention & Education

  • Lead and coordinate prevention and intervention education efforts related to Title IX and Discrimination, Harassment, and Retaliation (DHR), ensuring alignment with CSU Nondiscrimination Policy, Title IX, VAWA, and Clery Act requirements.
  • Determining the method, assignment, and tracking of annual training requirements.  Initiates and implements education and prevention programs and events for students.  Tracks response to education programs and analyzes campus training needs.
  • Serve as a resource to campus stakeholders regarding Title IX and DHR reporting processes and procedural requirements.
  • Provide information and technical guidance to faculty, staff, and students regarding reporting options and compliance responsibilities.
  • Coordinate campus-wide communications related to compliance initiatives, prevention efforts, and mandated training requirements to ensure consistent and accurate dissemination of information; provide required updates and reporting to the CSU Chancellor’s Office on systemwide initiatives, including Sexual Assault Awareness Month and Domestic Violence Awareness Month programming.
  • Support development and delivery of training and educational programming related to Title IX and DHR in accordance to the Cozen O’Connor Report, Program Review, and Chancellor Office Guidance.
  • Participate in campus committees or working groups as assigned.
  • Coordinate communications related to compliance initiatives and mandated training efforts.

Other duties as assigned:

  • May be required to obtain additional training and/or certification as part of professional development, based on department and/or campus needs, to stay current with industry standards.
  • At the direction of appropriate administrator, may provide support to other areas as needed.
  • The omission of specific statements of duties does not exclude them from the position if the work is similar, related, a logical assignment to this classification, or if it involves performing duties of a lower-level classification as required.
  • Case coordination utilizing Maxient database. Audits case files prior to closure to ensure compliant note keeping.  Conducts outreach in response to reports, arranges and schedules meetings. Using existing templates, drafts referral memos and follow-up communication to all reports of Title IX & Inclusion reports.
  • Updates and maintains current information and content on the Title IX & Inclusion website.
  • Supports compliance training with data collection and compiling reports.

REQUIRED QUALIFICATIONS: 

Education: Bachelor’s degree in a related field or equivalent combination of education and experience.

PREFERRED QUALIFICATIONS:

Experience:

Three (3) years of progressively related professional experience. Additional progressively responsible experience directly related to the duties of the position may be substituted for the required education on a year-for-year basis.

  • Three (3) or more years of direct experience in Title IX, civil rights compliance, or discrimination and harassment response.
  • Ability to work in person.
  • Bachelor’s degree in higher education administration, public administration, human resources, social work, counseling, law, or a related field.
  • Professional training or certification in trauma-informed interviewing, or related compliance areas.
  • Experience utilizing a case management database system (e.g., Maxient or similar platform) to document and track complaints and case activity.
  • Experience working in a higher education setting.
  • Experience working in a unionized environment and interpreting collective bargaining agreements as they relate to employee matters.
  • Experience providing training, outreach, or educational programming related to Title IX, discrimination, harassment, or civil rights compliance.

Knowledge, Skills, &Abilities:

  • Knowledge of Title IX regulations and related federal and state civil rights laws governing discrimination, harassment, sexual misconduct, and retaliation.
  • Knowledge of university, CSU, state, and federal policies and procedures applicable to civil rights compliance and case management.
  • Ability to interpret and apply laws, policies, procedures, and collective bargaining agreements as applicable to assigned responsibilities.
  • Ability to conduct intake assessments and manage reports and complaints involving Title IX, discrimination, harassment, and related matters with sound judgment and discretion.
  • Ability to coordinate case management processes, including supportive measures and resolution procedures, in a prompt and equitable manner.
  • Demonstrated ability to design and deliver effective and dynamic presentations.  Ability to analyze emerging adults’ relationships, consent, inclusion, and diversity communication needs, especially college students. 
  • Ability to maintain confidentiality and handle highly sensitive information with professionalism and impartiality.
  • Strong organizational skills with the ability to prioritize and manage multiple cases and operational responsibilities simultaneously.
  • Skill in preparing clear, concise written correspondence, documentation, and reports.
  • Effective verbal communication and interpersonal skills, with the ability to establish and maintain collaborative working relationships across diverse campus constituencies.
  • Ability to maintain composure and professionalism in high-stress or emotionally charged situations.
  • Proficiency in standard office technology and case management or enterprise systems relevant to the functional area.

  • Position may be required to travel.

Education Code 89521 Requirements: Applicants will be required to disclose whether they have received a final administrative decision or final judicial decision determining that they have committed sexual harassment within the last 7 years only after a determination is made that they meet the minimum qualifications for the position, and before an offer of employment is extended. Hiring Range: $5,797 - $6,151 per month
